1. Editorial principles
Universitas: Monthly Review of Philosophy and Culture is committed to academic integrity, fair editorial assessment, responsible peer review, and an accurate scholarly record. Editorial decisions are based on a manuscript’s relevance, originality, scholarly quality, clarity, and ethical compliance. An author’s nationality, institutional affiliation, beliefs, or ability to pay must not determine the outcome of peer review.
Publication fees do not guarantee acceptance or influence editorial decisions.
2. Responsibilities of authors
Authors must submit original work and accurately acknowledge the ideas, words, translations, images, data, and other materials of others. A manuscript must not be under consideration elsewhere at the same time. Any related publication, preprint, thesis, conference version, or substantial overlap with earlier work must be disclosed to the Editorial Office.
All listed authors must have made a substantial scholarly contribution, approved the submitted and final versions, and accepted responsibility for their contributions. Guest, honorary, and ghost authorship are unacceptable. Changes to authorship require an explanation and the agreement of all affected authors.
Authors must disclose relevant funding and financial, institutional, professional, intellectual, or personal conflicts of interest. They must obtain necessary permissions for copyrighted material and comply with applicable requirements concerning human participants, interviews, personal information, confidential archives, and culturally sensitive materials. Where ethical approval or participant consent was required, authors must be able to provide appropriate documentation.
Authors remain responsible for the accuracy of every part of their manuscript. Artificial intelligence tools cannot be named as authors. Substantial use of generative AI must be disclosed, and authors must independently verify AI-assisted text, translations, quotations, references, and factual claims. umrpc-tw.org
3. Responsibilities of editors
Editors must assess submissions impartially, protect confidential material, and manage conflicts of interest. An editor with a relevant conflict must withdraw from handling the manuscript and arrange for an independent editor to oversee it.
Editors select reviewers for their expertise, consider their reports critically, and make the final decision on publication. They must take credible concerns about a manuscript or published article seriously, whether raised before or after publication.
4. Responsibilities of reviewers
Reviewers must provide objective, respectful, and constructive assessments within the agreed time. They must keep manuscripts and review materials confidential, disclose conflicts of interest, and decline an assignment when they cannot review it fairly or competently.
Reviewers must not use unpublished ideas, arguments, or information from a manuscript for personal advantage. They should alert the editor to substantial overlap, missing attribution, questionable evidence, or other ethical concerns they identify.
5. Unacceptable practices
The journal considers the following potential publication or research misconduct: plagiarism; fabricated or falsified evidence; misleading manipulation of sources or images; duplicate publication; undisclosed simultaneous submission; citation manipulation; inappropriate authorship; forged reviewer identities or reports; breaches of confidentiality; and undisclosed conflicts of interest that materially affect the scholarly record.
A similarity report alone does not establish plagiarism. The editors assess the extent, nature, and context of any overlap.
6. Handling allegations
Concerns may be sent to umrpceditorialoffice@umrpc-tw.org with the article or manuscript details and supporting evidence. The Editorial Office will assess the concern, seek an explanation from the relevant parties where appropriate, and handle confidential information with care. A person directly involved in an allegation will not decide its outcome.
Depending on the evidence and stage of publication, the journal may request clarification or documentation, pause review or publication, reject a manuscript, contact an institution or other publisher when appropriate, or correct the published record. Allegations will be assessed fairly; an accusation alone is not proof of misconduct.
7. Corrections and retractions
Authors must promptly inform the Editorial Office if they discover a significant error in a submitted or published work. For published articles, the journal may issue a correction or clarification when the main scholarly contribution remains reliable; an expression of concern when a serious issue remains unresolved; or a retraction when the work’s findings or conclusions cannot be relied upon.
Notices should identify the affected article, explain the reason for the action as clearly as circumstances permit, and remain linked to the publication record. The journal’s approach to post-publication notices is informed by COPE’s guidance. umrpc-tw.org
8. Complaints and appeals
Authors may appeal an editorial decision by sending a reasoned explanation and relevant evidence to the Editorial Office. An appeal is not a request for automatic reconsideration: it must identify a substantive error in the process or assessment. Complaints about editorial conduct or publication ethics should be submitted to the same address and, where feasible, reviewed by a person who was not responsible for the original decision.

umrpc-tw.org
